Seçilmiş OECD Ülkelerinde Sosyal Harcamaların Toplumun Mutluluk Düzeyi Üzerindeki Etkisi

Abstract

Kamu harcamaları ekonomik ve sosyal hayat üzerinde birtakım etkiler yaratan maliye politikası araçlarından birisidir. Kamu harcamalarının türüne göre yaratacağı etki de değişiklik göstermektedir. Toplumun mutluluğu açısından düşünüldüğünde sosyal devlet ya da refah devleti olmanın gereği olarak gerçekleştirilen ve kabaca kalkınma carileriyle birlikte sosyal koruma harcamalarından oluşan sosyal harcamaların, mutluluk düzeyini artırması beklenmektedir. Bu çalışmada, sosyal harcamaların mutluluk üzerindeki etkisi ampirik olarak araştırılmıştır. Verilerde bulunan kısıt dolayısıyla 25 OECD ülkesinin ve 2008-2019 dönemine ait zaman serisinin dahil edildiği ekonometrik model kurulmuştur. Panel veri analizi sonuçlarına göre sosyal harcamaların mutluluk üzerinde istatistiki açıdan anlamlı ve pozitif etkisinin bulunduğu ortaya konulmuştur. Bununla birlikte; kamu kesimi büyüklüğü, vergi yükü ve ekonomik büyümeyle de mutluluk arasında pozitif bir ilişki tespit edilmiştir.
